Digitizing Relic Maps: How We Turned Alberta's 20-Year-Old CoP Water Body PDFs into Free GIS Data

If you're looking for Alberta water body classification GIS data or Restricted Activity Period (RAP) dates for a water body crossing, you've probably run into the same problem everyone else has: the data only exists in static PDF maps published over 20 years ago.
If you've ever tried to figure out the RAP for a pipeline crossing in Alberta, you know the drill: download a massive PDF of your management area map, zoom in until the pixels blur, and try to match colors against a legend that was designed for a printed poster, not a screen.
For over 20 years, that's been the only option. The Government of Alberta published Code of Practice management area maps as PDF documents - 17 maps covering the entire province - but never released the underlying GIS data. No shapefiles. No GeoPackage. No web service. Just PDFs.
We decided to change that.

The Problem
Alberta's Codes of Practice classify water bodies into four classes (A through D) based on fish habitat sensitivity. These classifications determine:
- What you can build - Class A water bodies prohibit all new pipeline, telecom, and outfall construction
- How you can build it - Class B requires trenchless methods; Class C allows isolation or open cut
- When you can work - Each class has a Restricted Activity Period (RAP) during which construction is restricted to protect fish spawning, rearing, and overwintering habitat
These rules apply under three separate Codes of Practice: one for pipeline and telecommunication line crossings, one for watercourse crossings (bridges and culverts), and one for outfall structures. If you're doing any work in or near a classified water body in Alberta, you need to know the classification and RAP dates.
The classifications are displayed on 17 management area maps that collectively cover the province. Each map uses a color-coded system where different colors represent different RAP date ranges, and circle symbols distinguish Class B from Class C water bodies.
The maps were last updated in 2006 and 2012 - some management areas were revised more recently than others, reflecting evolving understanding of fish habitat in different regions. They're published as high-resolution PDFs on Alberta's Open Government Portal. And until now, that was it.
What We Built
We developed an automated pipeline that extracts the Alberta water body classification data from each PDF map and produces clean, attributed GIS features. To our knowledge, this is the first publicly available GIS dataset of these classifications. Here's the high-level approach:
1. Rendering and Georeferencing
Each PDF map was rendered at 300 DPI to produce high-resolution images, then georeferenced using ground control points (GCPs) matched to known geographic features. The GCPs were verified in QGIS against satellite imagery and the Alberta Township System grid.
2. Color Classification
The core of the extraction is color-based classification. Each management area map uses a consistent color palette where specific colors map to specific RAP date ranges. We built a color classifier that:
- Identifies which pixels belong to overlay features (water body lines and polygons) versus the basemap
- Matches each colored feature to its RAP date range using the map's legend
- Handles the many edge cases that come with real-world PDF maps: overlapping colors, basemap interference, legend variations, and the subtle differences between 2006 and 2012 vintage maps
3. Vectorization and Attribution
Classified pixels are vectorized into GIS polygons and line features, then attributed with:
- Water body class (A, B, C, D)
- RAP date range (start and end dates)
- Management area name
- Source map vintage (2006 or 2012)
Class B features were identified using the circle symbol pattern that distinguishes them from Class C on the source maps.
4. Manual Quality Assurance
Automated extraction from PDFs is inherently imperfect. Every map was exported to GeoPackage, loaded in QGIS alongside the source PDF, and manually reviewed. False positives from basemap features were removed, missing features were added, and Class B/C boundaries were verified against the source material.
5. Class A Enrichment
Class A water bodies are the most ecologically sensitive - they're critical fish spawning and overwintering habitat where new construction is prohibited entirely. The maps simply mark them in red with the note "See applicable Code of Practice for specific requirements."
We went further. Alberta published an Atlas of Class A Watercourse Sites in 2009 that documents all 60 Class A sites with the specific fish species present, their conservation status, and habitat functions. We spatially matched our 77 Class A features to these atlas sites, enriching each feature with species data like bull trout (Species of Special Concern), lake sturgeon (Threatened), walleye, and Arctic grayling.
The Result
The final dataset contains ~1,400 classified water body segments across all 17 management areas, with 28 unique RAP date ranges and 77 Class A features enriched with fish species data from the provincial atlas.
It's available as a free download in three formats: ESRI Shapefile, OGC GeoPackage, and GeoJSON, plus a QGIS style file (.qml) that applies the same RAP-period color scheme we use on our frontend. The data is also served as an interactive layer on the Phaseview map, where you can click any feature to see its classification, RAP dates, and - for Class A water bodies - the fish species and conservation status that make the site ecologically critical.
Why We're Giving It Away
This dataset is published under the Open Government Licence - Alberta, the same licence that covers the source PDF maps. The licence permits copying, modification, and redistribution for any lawful purpose, including commercial use.
We believe environmental data should be accessible. Environmental consultants, pipeline companies, municipal planners, and researchers all need this information to do their jobs. Locking it behind a PDF that requires manual interpretation doesn't serve anyone well.

Important Caveats
A few things to keep in mind:
- This is derived data, not official GIS. We extracted it from PDF maps using automated methods with manual QA. Always verify against the official CoP maps for regulatory compliance.
- Map vintage matters. The source maps are from 2006 and 2012. Amendments may have been made since publication.
- Class A atlas matching is approximate. Fish species data was matched by geographic proximity to the 60 official atlas sites, not by official boundary delineation.
